  1. Commercial Job Title:  IT Manager

GSA Program MGT (FPDS D301)

Minimum/General Experience:  Requires 10 years of experience in program management.  Person is charged with responsibility for development, management, operation, cost, scheduling, and technical performance of the client program activities.  Has had experience as a senior engineer or other senior level manager and shall have strong skills relating to large information engineering programs.  Possesses an understanding of, and experience in, total quality management principles and practices.

Functional Responsibility:  Under broad direction leads client programs and plays a major role in developing recommendations.  Proficiently applies consulting methodologies to collect and analyze data.  Leads the development of programs and the implementation of solutions to meet the client’s business needs.  Applies extensive knowledge of client’s industry and information technology to meet the objectives of the engagement.  Coordinates planning the engagement, establishing the engagement requirements, managing the profitability of the engagement, and delivering the results to the client.  Develops and assists in making client presentations.  Work impacts client relations. 

Minimum Education:  Master’s degree in an engineering or management field or a Bachelor’s degree in a related field and 15 years experience.

GSA Project Leader (FPDS D301)

Minimum/General Experience: Requires 10 years experience within information system project oriented environments.  Leads planning, scheduling, monitoring, and reporting activities for projects.  Facilitates needs assessment and development of recommended project control solutions to be used for planning, scheduling and tracking of each project though integration of various project management tools.  Develops project controls and reporting procedures.  Assists in the training of the project team on application of the procedures.  Analyzes project progress/costs and assists with development and evaluation of alternatives when the project falls behind schedule or exceeds budget.  Develops and delivers presentations to customer management. Integrates specific industry methodologies to appropriate project management solutions.

Functional Responsibility:  Possesses a thorough understanding of the process requirements and provide both technical and management oversight of the project.  Responsible for customer satisfaction, serves as the single point of contact, compliance with the Statement of Work, project planning and management, resource allocation, and reporting.  Work impacts client relations.

Functional Responsibility: Under close supervision, provides research and analysis support.  Researches and analyzes data related to a project topic.  Documents and summarizes the results to be used in developing client recommendations.  Assists in developing programs and implementing solutions to meet the client’s business needs.

Minimum Education:  Bachelor’s degree in related field and participates in cooperative education initiative.

GSA System Analyst/DBA (FPDS D308)

Minimum/General Experience: Possesses at least 3 years of experience in defining system requirements and priorities with a client.  Assists with development of system and program specifications.  Designs solutions based on business need and technical considerations.  Researches and assists with resolution of problems.  Assists with complex documentation and user needs analysis.  Studies customer environment by analyzing job tasks, organizational structure and user requirements to propose system-wide solutions.  Interviews technical personnel, interprets reports, specifications and drawings to increase understanding of processes and requirements.

Functional Responsibility: Under general direction, provides research and analysis support.  Researches and analyzes data related to a project topic.  Applies industry knowledge to determine the accuracy and reasonableness of the data.  Documents and summarizes the results to be used in developing client recommendations.  Assists in developing programs and implementing solutions to meet the client’s business needs.  Utilizes knowledge of information technology and the client’s industry to support members of the team. 

Minimum Education:  Bachelor’s degree in a related field.

 

  1. Commercial Job Title:  Database Administrator – Senior

GSA Senior DBA II (FPDS D308)

Minimum/General Experience:  Possesses at least 10 years specialized experience in conceptual/logical data modeling including the use of Oracle databases and Oracle database administration/maintenance.  Must also have a general understanding of how the federal government organizations function and use data.

Functional Responsibility: Must be technically competent in at least two of the following:  evaluation of database requirements; database management systems design; database system analysis; current operating systems; software internals; data manipulation languages.  Responsible for coordinating the functions of collecting information about data and designing, implementing, and maintaining databases and their security.

Minimum Education:  Bachelor’s degree in Computer Science, Information Systems, Engineering or related field.

 

  1. Commercial Job Title: Systems Administrator – Associate

GSA Systems Administrator - Associate (FPDS D308)

Minimum/General Experience:  Possesses knowledge in software installations and layered software packages.  Must also have a general understanding of how the federal government organizations function and use data.

Functional Responsibility: Participates in software installations and upgrades to operating systems and layered software I packages. Ensures workstation/server data integrity by evaluating, implementing and managing appropriate software and hardware solutions. Resolves systems problems of limited complexity. Monitors systems and procedures to safeguard internal information systems and databases. Assists in risk assessment of computer systems. Works under supervision within established parameters, but independent judgment is used. Impact of work is limited to the work group directly supported.

Minimum Education:  Bachelor’s degree in Computer Science, Information Systems, Engineering or related field.  4 years of general experience is considered equivalent to a Bachelor's Degree.  6 years of general experience is considered equivalent to a Master's Degree.

 

  1. Commercial Job Title: Subject Matter Expert

GSA Subject Matter Expert (FPDS D308)

Minimum/General Experience: Requires 8 years experience within information system oriented environments.  Assists in the training of the project team on application of the procedures.  Analyzes project progress and assists with development and evaluation of alternatives.  Develops and delivers presentations to customer management.

Functional Responsibility: Expert in single or multiple technical disciplines. Provides Expert guidance and insight into specific technologies and their application and independently performs a variety of system design and integration tasks where a specific subject matter expertise is necessary.

Minimum Education:  Bachelor's Degree or equivalent and 8 years of general experience. 4 years of general experience is considered equivalent to a Bachelor's Degree. With a Master's Degree, 15 years of general experience is required. With a PhD, 13 year of general experience is required.

 

  1. Commercial Job Title:  Documentation Specialist

Functional Responsibility: Assists in collecting and organizing information required for preparation of user's manuals, training materials, installation guides, proposals, and other reports and deliverables. Edits functional descriptions, system specifications, user's manuals, special reports, or any other customer deliverables and documents.

Minimum Education:  Bachelor's Degree or equivalent. Four (4) years of general experience is considered equivalent to a Bachelor's Degree.

Functional Responsibility: Assists in collecting and organizing information required for supporting security front desk by adhering to established security guide lines.  , Assists in coordinating with employees and government agencies to prepare and publish Visit Access Letters (VALs).  Assists in addressing personnel security matters with employees and managers regarding background investigation information.
